It\u2019s not fair,\u201d the <a href=\"https:\/\/patch.com\/maryland\/columbia\">Columbia (Maryland) Patch<\/a> reader said in response to our informal survey asking what to do about the home-value crasher for <a href=\"https:\/\/patch.com\/us\/across-america\/topics\/block-talk\">Block Talk<\/a>, Patch\u2019s exclusive neighborhood etiquette column.<\/p>\n<p>A couple of readers said that rather than risk a quarrel, homeowners who are preparing to sell should just figure out that helping out the neighbor is an investment in getting their house on the market. It may cost them some money upfront but perhaps result in a higher selling price and happier buyers.<\/p>\n<\/div>\n<div class=\"ContentBlocks_CardDetail__SubscribeBlock__4zBcQ ContentBlocks_CardDetail__SubscribeBlock--mobile__18tT_\">\n<section class=\"styles_SubscribeForm__0dj5n\">\n<h2 class=\"styles_SubscribeForm__title__F_olP\">Find out what&#8217;s happening in Across America<span class=\"styles_SubscribeForm__title--nextLine__FTO3K\">for free with the latest updates from Patch.<\/span><\/h2>\n<\/section>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>\u201cExplain your planned house sale and ask your neighbor&#8217;s permission to clean it up, or pay to have it cleaned up) yourself,\u201d said <a href=\"https:\/\/patch.com\/rhode-island\/barrington\">Barrington (Rhode Island) Patch<\/a> reader Dianne.<\/p>\n<p>Most readers said the issue isn\u2019t how an eyesore will affect a sale. They just want to enjoy their homes.<\/p>\n<\/div>\n<div class=\"ContentBlocks_CardDetail__SubscribeBlock__4zBcQ ContentBlocks_CardDetail__SubscribeBlock--desktop__oN6vv\">\n<section class=\"styles_SubscribeForm__0dj5n\">\n<h2 class=\"styles_SubscribeForm__title__F_olP\">Find out what&#8217;s happening in Across America<span class=\"styles_SubscribeForm__title--nextLine__FTO3K\">for free with the latest updates from Patch.<\/span><\/h2>\n<\/section>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>A <a href=\"https:\/\/patch.com\/new-hampshire\/concord-nh\">Concord (New Hampshire) Patch<\/a> reader whose neighbor is a home-value crasher said the problem is that too many people \u201cdon\u2019t recognize they have any civic obligation\u201d to keep up their properties.<\/p>\n<p>\u201cIt\u2019s a conflict of freedoms we cherish and the civic obligation to truncate them in the interest of others,\u201d the reader said.<\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<h3>Show Some Empathy<\/h3>\n<figure><figcaption>Many respondents to Patch\u2019s Block Talk survey said people should pitch in and help when their neighbors are overwhelmed by property upkeep. (Shutterstock)<\/figcaption><\/figure>\n<p>Several readers said such situations are opportunities to be a good neighbor.<\/p>\n<p>\u201cBe a good neighbor, make time, talk, know the living situation,\u201d <a href=\"https:\/\/patch.com\/massachusetts\/burlington\">Burlington (Massachusetts) Patch<\/a> reader Roz said. \u201cThey may be elderly, not have the resources, etc. Work together to find solutions. That\u2019s what being a good neighbor is about!\u201d<\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>\u201cPlease be patient,\u201d a <a href=\"https:\/\/patch.com\/california\/across-ca\">California Patch <\/a>reader agreed. \u201cSometimes the last wish of a neighbor is to live out their lives with their loved ones. It\u2019s hard on everyone, not just the neighborhood, so offer help instead of complaining. Their loved ones are willing to pay reasonable rates.\u201d<\/p>\n<p>The reader\u2019s disabled mother is in that situation and the homeowner association has extended her grace. And by the way, the reader said, being a good neighbor in a situation such as this is a two-way street.<\/p>\n<p>\u201cI try to abide by their rules, but her neighbors are unkind, especially the newer ones. They don\u2019t wave back, or they follow me around. My mother is fragile. She cannot be put in elderly care, as this is her wish. I am also partially disabled, so my son tries to help,\u201d the reader said. \u201cI keep telling myself to be patient not just with her but with her neighbors. We value human lives, so we try to put up with it.\u201d<\/p>\n<p>\u201cIf the property owner is elderly, offer to help with mowing and yard chores at the same time you are doing those chores in your own yard,\u201d said Arlene, who lives in Wappingers Falls, New York, and reads <a href=\"https:\/\/patch.com\/new-york\/midhudsonvalley\">Mid-Hudson Valley Patch<\/a>. <\/p>\n<p>\u201cEnlist additional help from your children and other neighbors if necessary. Be kind and compassionate about the situation unless the problem property owner is nasty about it \u2014 in which case you should then go to the town and let the clerk or supervisor know about the problem. Take lots of pictures to back up your complaint.\u201d<\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>But overall, be patient and give the neighbor the benefit of a doubt, Arlene said. It\u2019s possible the property owner has been ill and it\u2019s a temporary situation. <\/p>\n<p>\u201cWhen the concern becomes an annoyance, check with the property owner and offer to help him\/her right then and there \u2014 not next week, etc.,\u201d Arlene said. \u201cIf you determine this situation is going to be chronic, offer to help them find an affordable lawn or property maintenance service.\u201d<\/p>\n<p>She added, \u201cGetting authorities involved should be a last-ditch solution. Being a nice neighbor is always the better choice.\u201d<\/p>\n<h3>Whose Job Is It?<\/h3>\n<p>How obligated are neighboring property owners to address another\u2019s blight, no matter how sympathetic they may be to the homeowner\u2019s personal situation?<\/p>\n<p><a href=\"https:\/\/patch.com\/illinois\/elmhurst\">Elmhurst (Illinois) Patch<\/a> reader Windyee isn\u2019t sure. Her neighbors, who are older and have health issues, have let the backside of their property grow wild with weeds and scrub trees. <\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>\u201cIf anyone were to see it, you would think that the house was abandoned,\u201d Windyee said. \u201cI feel like there is nothing I can do at the moment except keep complaining to the city. I like the people who live there, but I\u2019ve been taking care of this problem for a very long time \u2014 years, in fact.\u201d<\/p>\n<p>So far, city officials haven\u2019t taken any action.<\/p>\n<p>\u201cI would like the city to step in and find some help for seniors to try to clear up the property somewhat but I don\u2019t know who to talk to,\u201d Windyee said. \u201cI know that they can get help, but I don\u2019t know exactly who.\u201d<\/p>\n<h3>\u20184 Able-Bodied People\u2019<\/h3>\n<p>Doing the job yourself is inviting problems, <a href=\"https:\/\/patch.com\/maryland\/annearundel\">Anne Arundel (Maryland) Patch<\/a> reader Mike said. <\/p>\n<p>\u201cI try to get to know my neighbors a bit, and have a sense of what\u2019s going on in the neighborhood. Barring any prior knowledge about old or disabled occupants, I tend to go straight to code enforcement,\u201d Mike said. \u201cHaving experienced hostile neighbors in the past, I\u2019d rather save myself the hassle of getting my house egged by the unhappy occupant. <\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>\u201cCode enforcement officers are being paid for with tax dollars and will also make reasonable accommodations for the occupant if needed,\u201d he said.<\/p>\n<p>\u201cI would definitely not do anything to their property. That is their private property,\u201d said <a href=\"https:\/\/patch.com\/michigan\/plymouth-mi\">Plymouth-Canton (Michigan) Patch<\/a> reader J. \u201cContact your city or township to see if they can help.\u201d<\/p>\n<p>\u201cTalk to them first, send them a letter, and if that doesn\u2019t work, call code enforcement every day until they do something,\u201d <a href=\"https:\/\/patch.com\/florida\/newportrichey\">New Port Richey (Florida) Patch<\/a> reader Kathy. \u201cI have done all of the above. The one neighbor called me every name in the book, and the other ran around with my letter. They did clean up after I called code enforcement but didn\u2019t last long.\u201d<\/p>\n<p>Both attempting to resolve the situation diplomatically and through official channels were a waste of time, an <a href=\"https:\/\/patch.com\/illinois\/evanston\">Evanston (Illinois) Patch<\/a> reader said. <\/p>\n<p>\u201cFour able-bodied people \u2014 adults and teens \u2014 live in the house, and the yard is an overgrown dump,\u201d the reader said. \u201cThe city has utterly failed to enforce its own laws. (Shutterstock)<\/figcaption><\/h3>\n<hr\/>\n<h3><span\/><\/h3>\n<p>Readers in other parts of the country shared similar frustrations with code enforcement.<\/p>\n<p>\u201cUnfortunately, inspectors don\u2019t seem to be able to enforce rules,\u201d said <a href=\"https:\/\/patch.com\/virginia\/vienna\">Vienna (Virginia) Patch<\/a> reader Lou, who reported a property with a back yard full of junk and vehicles, including a school bus, to county officials. Nothing has changed.<\/p>\n<p>\u201cI spoke to my neighbor and offered to help. When that didn&#8217;t work, I phoned code enforcement. Ongoing problem,\u201d a <a href=\"https:\/\/patch.com\/new-jersey\/cinnaminson\">Cinnaminson (New Jersey) Patch<\/a> reader said. \u201cPlease maintain your yards. Nobody wants mosquitoes and rats.\u201d<\/p>\n<p>Robin, who reads <a href=\"https:\/\/patch.com\/rhode-island\/eastgreenwich\">East Greenwich Patch<\/a> and <a href=\"https:\/\/patch.com\/rhode-island\/portsmouth\">Portsmouth Patch<\/a>, both in Rhode Island, tried without success to talk her neighbor about a solution to the \u201cswampy, broken in-ground pool filled with mosquitoes and duck poop, rats coming and going and two unregistered cars.\u201d<\/p>\n<p>Robin was met with hostility and inaction. <\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>\u201cThis was more about health and safety, although horrible to look at,\u201d Robin said. \u201cWe finally had to call the town. (Shutterstock)<\/figcaption><\/figure>\n<p><a href=\"https:\/\/patch.com\/pennsylvania\/phoenixville\">Phoenixville (Pennsylvania) Patch<\/a> reader LalaReads said involving code enforcement authorities can cause the situation to escalate very quickly and doesn\u2019t advise it unless the person is \u201cwholly unreasonable or threatening,\u201d <\/p>\n<p>\u201cThere are some neighbors who purposely create the eyesore,\u201d the reader said. \u201cIn cases like this, you really need to understand the history of the situation and tread lightly to have success. <\/p>\n<p>\u201cIf the neighbor has a history of being retaliatory, then you\u2019ll have to decide if it\u2019s worth the risk of talking to them first. In that case, you may just have to submit an anonymous complaint and act surprised if they approach you about it. Gotta do what ya gotta do.\u201d<\/p>\n<p>\u201cWe have this kind of neighbor in an upscale neighborhood. For 30 years. We\u2019ve involved code enforcement, and left them notes. To no avail,\u201d said <a href=\"https:\/\/patch.com\/florida\/clearwater\">Clearwater (Florida) Patch<\/a> reader Ava. \u201cI built a fence, grew bushy bushes and trees, and hopefully my future buyers can\u2019t see them.\u201d<\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>The front yard is a parking lot with unlicensed cars, a trailer and three boats. Code enforcement officers cited them at the request of Ava and her neighbors.<\/p>\n<p>\u201cThey park their cars better and painted the front \u2014 only the front \u2014 of the house,\u201d Ava said. \u201cWhen you have trash for neighbors, trash thinks it\u2019s funny and tries to aggravate the neighbors on purpose.\u201d<\/p>\n<p>\u201cIt\u2019s sad that I\u2019m going through the same thing, with a 90-year-old neighbor, a pastor, with two young men living in his house able to do these things,\u201d said <a href=\"https:\/\/patch.com\/new-york\/whiteplains\">White Plains (New York) Patc<\/a>h reader Loren.<\/p>\n<p>\u201cHe and his family have brought bugs into my house because of the back yard,\u201d Loren continued. \u201cSinkholes? The money talks. So he\u2019s able to sail through. Sickening.\u201d<\/p>\n<h3>\u2018Build A Bigger Fence\u2019<\/h3>\n<p><a href=\"https:\/\/patch.com\/rhode-island\/northprovidence\">North Providence (Rhode Island) Patch<\/a> reader Phol recommended addressing the situation head-on.<\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>\u201cTell them to clean it up. If that doesn\u2019t work, offer to help them clean up. The next step is to complain to the town. If that doesn\u2019t work, build a bigger fence.\u201d<\/p>\n<p>Phol added, \u201cPeople are lazy so you need to help them, but they can be defiant so you need to be stern.\u201d <\/p>\n<p><a href=\"https:\/\/patch.com\/rhode-island\/narragansett\">Narragansett-South Kingstown (Rhode Island) Patch<\/a> reader Dewey\u2019s neighbors are seasonal residents. <\/p>\n<p>\u201cWe have funded and performed maintenance tasks with limited satisfaction,\u201d Dewey said. \u201cIt\u2019s very disrespectful to those members of the neighborhood who are dedicated to landscape care \u2014 through their own self-performance and\/or engagement of third-party vendors.<\/p>\n<p>\u201cWe put up a tall stockade fence and then landscaped in front of our fence to always have an appealing view on our side,\u201d <a href=\"https:\/\/patch.com\/connecticut\/granby-eastgranby\">Granby-East Granby (Connecticut) Patch<\/a> reader Kaye said.<\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<h3>Or Mend Fences With Neighbors<\/h3>\n<p><a href=\"https:\/\/patch.com\/california\/altadena\">Altadena (California) Patch<\/a> reader M understands the dilemma. <\/p>\n<p>Two of the eight homes on the cul-de-sac where M lives \u201care in desperate need of repair,\u201d including the \u201ceyesore\u201d next door that has bars on the window, needs new paint and has \u201czero curb appeal.\u201d Although the house across the street doesn\u2019t have bars on the windows, it also needs paint and overall TLC.<\/p>\n<p>M bought the property knowing the condition of the houses because it met M\u2019s criteria: It was on a cul-de-sac, it was a small home on a good-sized lot, it was close to the office, and it was affordable. <\/p>\n<p>Six years into homeownership, M saved enough money to landscape the front yard so it had the same curb appeal as most of the houses on the cul-de-sac. M hoped the neighbors would follow the example, but that hasn&#8217;t happened.<\/p>\n<p>What did happen is that one of the neighbors, who lives in a rental house and got minimal property upkeep help from the landlord, volunteered to help M put back 60 feet of wooden fencing that blew down in a storm<\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>\u201cI did not ask for help, we don\u2019t speak the same language, we were never formally introduced to each other. It was his abundant kindness \u2014 \u2018being neighborly,\u2019\u201d M said. \u201cSince that weekend of fence work, the neighborliness grew to smiles, salutations, waves of hello and goodbyes or \u2018have a nice day.\u2019 It continues through today and the sweeping of fallen leaves are shared by he and I,\u201d said M, who also has built a relationship with the other neighbor just by being friendly. They share holiday dinners and everyday exchanges.<\/p>\n<p>Neighborliness overcomes the eyesore \u201cand would be a key selling point, if I ever have to sell, which I don&#8217;t. I don\u2019t plan or even want to move away,\u201d M said.<\/p>\n<h3>\u2018Get Over Myself\u2019<\/h3>\n<p>Why fuss about it? Several readers said there\u2019s no need to turn how someone keeps their property into a whole big thing.<\/p>\n<p><a href=\"https:\/\/patch.com\/t\/ct\/windham-ct\">Windham (Connecticut) Patch<\/a> reader Bev doubts that the way her neighbors keep their property would have much effect on the sale of hers. Besides, not everyone agrees on what constitutes a problem.<\/p>\n<p>\u201cGarbage is a problem and draws vermin. But so do composting and veggie gardens. Someone wilding their landscape? Mind your own business!\u201d Bev said. \u201cNot everyone wants to waste time and money growing grass. Grass isn\u2019t good for anything and looks ugly unless it\u2019s on a golf course.\u201d<\/p>\n<\/div>\n<div class=\"styles_HTMLContent__LDG2k\">\n<p>Pam, a <a href=\"https:\/\/patch.com\/california\/temecula\">Temecula (California) Patch<\/a> reader, said she finds it helpful when annoyed by her neighbor\u2019s property upkeep is to \u201cget over myself.\u201d<\/p>\n<p>\u201cBusybodies should mind their own business, as they are not perfect and are themselves ruining the neighborhood,\u201d Pam said.<\/p>\n<h3>About Block Talk<\/h3>\n<p>Block Talk is an exclusive Patch series on neighborhood etiquette \u2014 and readers provide the answers.
